The Chief Justice, Hon. Justice Alfonse Chigamoy Owiny - Dollo, warned the new members of the Public Service Commission not to misuse their offices.
This, he said, during their swearing-in ceremony at the Judiciary headquarters on Tuesday July 26,2022. "You must repel any temptation of corruption, sectarianism and favoritism, and be sure that the decisions you make are the right choices as guided by the law. There will be temptations, people will approach you but you have taken an oath before God with me just as a witness," the CJ said.
The new Commission that was sworn-in consists of; Ms Winnie Agnes Kabogoza- Musoke (Chairperson),deputized by Mr Francis Langoy Oryang. The seven members of the Commission are; Ms Grace Tubwita, Hajjat Jamilah Kamulegeya, Mr Michael Mugisha, Ms Benigna Mukiibi, Mr Titus Kisambira Mutanda, Mrr Emmanuel Ourum Olaunah and Ms Addah Kabarokole Muwanga.
He noted that although they are assuming office at a time when there is biting unemployment and many educated youths are languishing without jobs including their own relatives. The head of the Judiciary said the responsibility bestowed upon them requires that recruitment and promotions be done on merit to ensure the public has a competent workforce to serve them.
He appealed to the new Commission to acquaint themselves with the Constitution and various laws to find out their duties and mandate. He noted that the Commission also has quasi-judicial powers to hear and determine complaints.
"In exercise of this judicial power, you must be guided by the law and rules of natural justice which compel you to be impartial. Justice must not only be done but must also be seen to be done," CJ emphasized.
On his part, the Cabinet Minister of Public Service, Hon. Wilson Muruli Mukasa, urged the new Commission to commit to identifying the right manpower and human resource for the Service.
The Chairperson committed on behalf of the newly appointed Commission that they will diligently perform in their respective positions. "We also commit to providing the Country with competent human resources to ensure effective and efficient service delivery," she said.
The swearing ceremony was witnessed by the Chairpersons and Permanent Secretaries to the Education Service Commission, Health Service Commission, and Ministry of Public Service. The Minister of State for Health, Hon Margaret Muhanga wife of Mr Michael Mugisha also attended the function.
Dr Mbabazi Godfrey, the Permanent Secretary/Secretary to the Public Service Commission read the citations while HW Jamson Karemani, the Judiciary Public Relations Officer moderated the ceremony.
